Yes, Latin lux/luce- comes from PIE *leuk- "light/bright" - but PIE *leuk-
cannot give us a Celtic lug- (note that *leuk _does_ give us Celtic
louc-/leuc-, as in Loucetius - the god of lightning). Some have postulated
that there was a variant of PIE *leuk- with a -g-, *leug-, but this is
purely hypothetical and unattested in any other IE branch. A Celtic Lugus
can only be derived from a PIE *leug- or *leugh-.
The Welsh word lleu "light" is supposedly from an entirely unrelated PIE
root, *pel- "bright/shine", giving a reduced + suffixed form *plouo-, giving
in turn a Celtic *louo-. The fact that lleu "light" [PIE *plouo, Celtic
*louo-] looks like Lleu [*leugh-/*leug-, Celtic *lugu-] is an accident of
