I'm not sure whether you mean why do so few use the apostropheed
version, why we stick with a forgotten inconvenience, or why there is
such a thing. I'll guess the third.
Halloween has become the normal spelling but it was originally an
abreviation of hallow (as in holy) evening, thus the Hallowe'en
