No. Element types can only be declared once. What did you
want to do by declareing an element twice?
Entities can be declared many times, but only the first
declaration is used: the rest are ignored.
Attribute lists can be declared more than once, but the
attributes in them may not occur more than once (in other
words, you can declare some of the attributes to a particular
element type in one place in the DTD, and more of them later,
but you cannot re-declare a specific attribute for an element).
