XML isn't intended for use with binary formats; one of its strengths is that
it is a text format, easily parsed by either computers or humans. If you
want to convert something to binary, why do you need XML?
Or is the real issue that you simply wanted to send a csv using HTTP? In
which case you could simply wrap the file in an XML CDATA (unparsed
character data) section. Or you could define a MIME-type for your csv files,
and send them that way.
