If your local telcom allows it one can even negotiate one way
satellite bandwidth, there are some that will pump megabits per
seconds down but woun't take anything up, which still has to go
through the expensive line. (and one needs a return backup path in
case of outages anyway).
But as I said, in most developing countries the regulators may not
