Would this be the aftermath of the incident when the Canadians extracted
Americans from ?Iran on Canadian passports? Students were employed to
reassemble the thin paper strips that had come out of the US embassy
shredders. Since the students had some success the shredders were later
replaced with models that produced thinner strips and did other things to
them. If these thin strips were referred to as "chad", then instructions to
burn chad as secret info make sense.
