There are a lot of programs that can do what you are looking for, they are known
as parsers . The ones that I have been working on are java programs , they use a
set of API's called SAX API's , SAX is an acronym for Simple API for XML.
These parsers take the entire document as input and extract the data between
tags as desired , the attribute list can also be extracted.

Can you let me know if we have an XML Extractor. ie. any piece of code that
extracts the attributes and the values ( info. between the tags), given a
set of tags?
