One theory I am repeatedly offered by professionals in Africa is
that donor efforts to "do" ICT projects are frequently misguided
and wasteful, and that far more could be done to "grow" the ICT
market in Africa simply by contracting locally.
Are not African firms already participating to a large extent in
procurements paid by donors? As direct contractors? As
subcontractors? As vendors to donor grantees?
If there is a problem, what is the source of this problem?
