While I agree that changes should be noted, the language of RFC 1766 is such
that it must be explicitly superceded in order to accommodate changes in the
version of ISO 639 it normatively references, which is ISO 639:1988, the
first edition. I believe the same thing applies to its normative reference
to ISO 3166:1988.
That HTML and XML refer to RFC 1766 and not its successors is another
oversight that requires pedantic validators to enforce that the codes be
from an unchanging 12 year old list.
I chose on http://www.skew.org/xml/links/ to list these references instead
of the current ones.

It is indeed true that RFC 1766 just points to ISO 639:1988.
On the other hand, at least some people (including me) have
assumed that updates to the registry can/should be used.
What was the original intent? What is actual practice?
